Belgium is a friendly place, and most people in Belgium are happy to meet strangers. But as the new kid on the school, it might be up to you to make friends, as all the other have build social networks already. How easy people talk English depends on which part of Belgium you go to, as in Flanders English is wider spoken by all people. In the south, French is the local language, but like the French of Quebec, the French of Belgium is not the same as that of Paris. All young people get English in school, so it is likely that they are able and willing to talk with you in your own language. Whether you find many young people partying depends on the school, in some towns they will, in others they will not. Much like Canada, I am sure. But going out for a few beers is a normal thing in Belgium, and there is a lot of choice in beers and at the age of 16 you can drink them. For strong alcoholic drinks the age is 18. If you have more questions, please try to add more details, like which part of Belgium you go to, and maybe whether you speak any of the local languages, as first or second language. And for us Europeans, please explain grade 12, we do count different, I think. In any case, we can not be sure how you count grades even if the country does count the same way.
